Overview: The short of it
Vermont's Act 55 required every electric utility to offer EV rates by mid-2024. VPPSA had 11 small municipal utilities to serve and no advanced metering to build on. Meter reads happen on foot. Customer data sat in fragmented systems. The mandate called for a working tariff, not a plan.
We built a device-level EV tariff platform that works without utility-side hardware. Customers enroll, connect their EV or charger, and the platform reads usage straight from the device through Enode. A pricing engine sets day-ahead rates from ISO-NE and nudges charging toward off-peak hours. A billing module turns that usage into monthly credits, formatted to drop into whatever billing system each utility already runs.
We delivered it at about 2.5% the cost of a projected AMI rollout, across 11 utilities, with no backend integrations required. The Vermont Public Utilities Commission saw a live demo and backed it. The part we're proudest of: the platform runs across 11 different operational setups without adding overhead to teams that were already stretched thin.

Would this work at our size?
Small team? No AMI? That is the environment we built this in. The same prices-to-devices platform flexes up as a utility adds devices and programs over time.

VPPSA · Joint action agency, 11 municipal utilities, no AMI
11 utilities
Full program: enrollment portal, Enode device integration, ISO-NE pricing engine, off-peak notifications, and billing reconciliation that fits each member's existing system.

Prices to devices
Same platform, extended as you grow: batteries and inverters through the same device layer, new rates through the same pricing engine, no new hardware in the field.
No AMI? No budget for one? You can still run a modern EV program.
Thirty minutes, no deck unless you want one. Bring the mandate or the constraint that's been sitting on your desk. That's usually where the good work starts.
